I cannot at present comment on the spelling here but am making enquiries.
OK, the result of an enquiry but first, what I did. Turvey is the name of a village in Bedfordshire. I did a Google search on Turvey and found Turvey Abbey a Benedictine Community. Nothing venture, nothing gain and so I emailed the Community, below is the response I quickly received. I can only express my delight and most sincere thanks to Sister Benedict. Since I live in Wales perhaps Pob Bendith (Every Blessing) is appropriate.

The statue is down by Turvey Bridge over the River Great Ouse. There are a variety of local explanations about who the statue represents etc. I don't think it now has anything at the knee. The sketch seems to be showing the mill buildings with the water flowing underneath them. As the figure is in the water, it must have been sketched before the mill pond was dredged, I think in the 50's, and an island was formed and Jonah now stands on the edge of the island on dry ground.
I don't know off the top of my head if there is anything about it on the web, there probably is, you might try a google search!
